Town halls are calling for the appointment of a digital exclusion minister to close a gap.
They say some parts of England are in a "broadband slow lane".
The Local Government Association, representing councils in England and Wales, says access to fixed broadband, which supports fast speeds, is 15 percentage points lower in the most disadvantaged areas, compared with the most affluent.
