CHALLENGES: Certification Timelines: There have been significant delays in the certification timelines projected by all eVTOL manufacturers. Expert analysts project late 2027 or early 2028 in the US for these aircraft to enter commercial service (for non-Chinese aircraft).

Joby and Archer have commenced operations in the UAE, but these are likely to be noncommercial proving and demonstration flights only. A recent U.S. presidential executive order in June 2025 followed by a U.S. Dept. of Transportation program rollout in September to allow controlled flights of pre-certification eVTOL aircraft to generate real-world operational data are expected to accelerate eVTOL and AAM rollout in that country.
In India, the Ministry of Civil Aviation is very proactive and supportive towards this sector. We will need to monitor the DGCA’s expertise in certifying never-before-certified all-electric propulsion systems and aircraft configurations under a new category - powered-lift aircraft (a combination of a fixed-wing airplane and a helicopter) to determine when certification and entry into service might occur.
