CCTV appears to show a police van following two people on an electric bike before two teen deaths suggested to have sparked riots.
Trouble erupted on Cardiff’s Ely estate on Monday as mum Belinda Sullivan pleaded with folk to let emergency services through to the crash on Snowden Road.
Her son Kyrees Jordan Sullivan, 16, and his pal Harvey Evans, 15, died after their electric bike crashed.
