THE Liberal Democrats have pledged to ‘‘claw back’’ #5 billion in windfall profits from energy firms to pay for permanent discounts to household bills if they win power at the next election.

Deputy leader Daisy Cooper has announced plans to give every household a guaranteed energy allowance to cover basic needs, with additional discounted rates for families, disabled people and low-income households.
