Singh, widely seen as the architect of economic reforms in India starting in the 1990s, said in an e-mailed interview to the BBC that the Centre needs to ensure the protection of peoples’ livelihoods “through significant direct cash assistance.” As part of a three-pronged plan, he also sought a “Government-backed credit guarantee programme” for capital-starved businesses.
