Former Cabinet minister Esther McVey has highlighted the issue and is demanding they are held to account for failing students – who pay £9,000 a year in fees.
She said: “It seems that those running and working in universities have not moved with the times, have not modernised and are not delivering value for money.
“It’s time they reviewed their policy of no refund at all and at the very least offered a partial one for all the disruption.”
Ms McVey spoke out in her Blue Collar Conservative podcast.
