Social Housing as an Infrastructure Project
IFJ|September - October 2016

'Roti, Kapada aur Makan' in equal proportion symbolized alleviation of the urban poor in the 70's. Since then successive governments could mostly resolve issues of Roti and Kapada but the Makan has taken a horribly tangential route where even the well to do cannot aspire today for a dignified house. It's a fundamental right for every citizen to have a legal shelter over his head! For a simple shelter we just need land and money, both of which our government has in abundance.

Social Housing as an Infrastructure Project

We have now one of the most articulate and popular Prime Ministers ever, but surprisingly even his government is ignoring this burning issue and yet again promoting pretentious policies like 'Pradhanmantri Awas Yojana' (PMAY) which is taken directly from the faulty 'Rajiv Awas Yojana' (RAY) of the 90's by the previous government. (RAY itself is hijacked by Shiv Sena under fraudulent Shivsahi Punarvasan Prakalp Ltd, for the state of Maharashtra).

The PMAY promises over 20 million houses between 2014 and 2022, which means on an average, over two million houses a year! So it proves how hypothetical it is ! However, the scheme essentially, is a finance model for subsidy and there is no clue of the modus operandi of construction of these houses. It is also silent on land values. The continuing denial of states’ responsibility and apathy of faulty social housing policies has forced people to increasingly live in slums and accept a degraded quality of life.
