that the Council AN inquiry into allegations leader of Plymouth City breached the councillors' code of conduct cost the taxpayer more than £9,000, a Freedom of Information Request has revealed.
Cllr Richard Bingley suffered the indignity earlier this month of being the first city council leader in more than a decade to have had complaints about conduct upheld by Emma Jackman, the council's monitoring officer and head of legal services.
A number of complaints had been made in April this year in relation to a leaked recording made during a phone call between Cllr Bingley and a member of the public, later identified as entrepreneur and former Independent council candidate Danny Bamping.
Four Conservative councillors (Terri Beer, Nick Kelly, Maddi Bridgeman and Dave Downie) and one Independent (Chaz Singh) alleged that the words spoken by Cllr Bingley breached the council's code of conduct.
