David Hoatson said he has alerted the authorities to the issue, claiming that the woman was in need of help and support rather than being continually ignored. In a letter to Plymouth City Council, he said she was now at real risk of serious injury when leaving or arriving at her home during any wet weather because of what he calls a “severely inadequate drainage system”.
