Callum Halpin, 27, from Openshaw, was detained by officers from the NCA in Vilamoura, Algarve, on Monday.
Greater Manchester Police said he remained in custody ahead of extradition proceedings.
The force said Mr. Halpin has been sought for questioning by detectives in relation to the fatal shooting in broad daylight of Luke 'Tank' Graham, 31, in the Ashton under-Lyne area in June 2018.
