आजादी के बाद कई वर्षों तक जिस मसले को हम कश्मीर समस्या के रूप में जानते थे, वह पिछले लगभग ढाई दशक से कश्मीर प्रश्न बना हुआ है। यह प्रश्न बीज रूप में वैसे तो हमेशा ही मौजूद रहा है, किन्तु इसे सींचने और विकसित करने का श्रेय उन राजनीतिक शक्तियों को ही जाता है जिनकी कश्मीर नीति स्वार्थ, उदासीनता और तुष्टिकरण की बुनियाद पर गतिशील है। बेशक साम्राज्यवादी ताकतों का कश्मीर विलाप सिर्फ उनके न्यस्त स्वार्थों की गुर्राहट है और पाकिस्तान के लिए अपने कुंठा-जनित विकृत इस्लामवाद के विस्तार का मामला। लेकिन असल सवाल तो यह है कि कश्मीर का मुस्तकबिल क्या शक्ल लेने जा रहा है...
