Namkung Kyoh, the Foreign Minister of North Korea was in an unenviable situation. Namkung, naturally did not want to accompany the Chinese Foreign Minister to the flaky choego and earn his chancy wrath. He neither wanted to know what the thick envelope from the Chinese Premier contained. Simply he did not like to become the carrier of bad news to his eccentric President.
