The Cover story is titled "The Ghost Villages of Uttarakhand: The Need for Rehabilitation." The state of Uttarakhand carved in the year 2000 has 88 per cent of its total expanse in the hilly terrains. Nine of its thirteen districts are completely in the hills and two are partially hilly. Tax holidays offered by the Centre to the companies for setting up units in the state did attract sizable investment, but mostly to benefit the twin plain districts of Haridwar and Udham Singh Nagar. Per capita income in hills is still half of what it has been in plain districts. Just 18 per cent of cultivable land here is irrigated as compared to the 95 per cent in plains. The delimitation exercise of the year 2006 has robbed hills of six of its seats in the legislative assembly. All this has been instrumental in triggering out-migration from hills in search of greener pastures. Over 1,000 villages are completely depopulated as on date. The author writes on these Ghost Villages of Uttarakhand, where housing infrastructure still remains without those who once occupied it.
