Namkung  Kyoh, the Foreign Minister of North Korea was in an unenviable situation. He had in the first part of the day had hosted a lunch for the visiting Chinese Foreign Minister Chan Ju-Long, with all the pomp and show typical to North Korea, whenever a foreign diplomat visited the capital of North Korea. Chan Ju-Long, typical to everything Chinese, was all praise for the Kŭm Regime and had assured the support of his country in promoting and preserving the socialist-communist Government. And at the end of all photo-ops, Chan Ju-Long told he had to hand over a thick folder, purportedly from the Chinese Premier to the North Korean Supremo,  Gyeong Kŭm, FYI only in person. Though the Chinese Foreign Minister did not give a hint about the contents of the file, the Military Intelligence Officer attached to the Foreign Ministry had already reported on what could be expected soon from the Chinese Government after the Hiroshima Meet. Namkung, naturally did not want to accompany the Chinese Foreign Minister to the flaky choego and earn his chancy wrath. He neither wanted to know what the thick envelope from the Chinese Premier contained. Simply he did not like to become the carrier of bad news to his eccentric President. Being capital intensive cyclical industry, shipbuilding sector requires long–term perceptive plan of 50-100 years, which can be sustainable for longer period thus contributing to economic growth of the country. Market volatility and fluctuations should not be allowed to seriously affect this vital industry. In India, shipbuilding sector can’t make progress on five-year plan basis. However, there are huge opportunities in coastal shipping. Being energy efficient, coastal shipping can be developed for smooth movement of cargo along the huge coastline of India. It will also ease traffic congestion at our ports. Building of such coastal vessels in our shipyards under Indian flag, providing world-class ship repair services, development of dredging industry will augment economic growth, which will ultimately boost Indian economy. All these require long-term plans. Each of these opportunities can be executed into a reality with the support of proper policy and regulatory framework in place. Development of this sector will create immense opportunities in education, employment and services related to this field.

If you cannot pay your crew, you should not put your ship to sea. It is that simple. Any arguments to the contrary would serve to do our industry a disservice. Unfortunately, without the proposed amendments, there is currently no meaningful deterrent to this premise.

The fact is that affordable cover in respect of the indemnification of unpaid wages is available, and it is available now. It is in the best interests of the industry and seafarers alike that responsible owners support the ratification and early adoption of the draft amendments to MLC in this regard

The mantra that “owners who cannot pay their crew should not put ships to sea”, is a compelling one. It also provides an insight into an industry which has a rather schizophrenic view of its relationships. On one hand the globalised economy has used shipping as the conveyor belt to drive progress – but at what professional and human cost to seafarers? On the other, the economies have conveniently forgotten the plight of the ill-paid / unpaid seafarer and his family left to starvation diet. 

According to experts the relatively simple notion of shipping has developed into a complex multi-layered network with many global players and stakeholders added to the original and basic “shipper-carrier-consignee” relationship.

The life of a merchant navy officer or personnel on board a ship is adventurous, exciting, and extremely rewarding. A marine engineer globe trots, visits beautiful places, and meets interesting people. This is true for marine engineers working on any type of ship or vessel irrespective of the people he is working for; however it is an icing on the cake if he/she happens to be on a cruise ship of any of the top 10 cruise lines, not to mention the fun if one is on the biggest cruise ships or a futuristic ship.

One might blurt out "wow," for it sounds like a script of some Hollywood movie where the protagonist has the perfect job, the perfect money, and the perfect life. But is the life of a naval officer as picturesque as it sounds? Do all the naval officers in the hierarchy level have the same kind of exciting lifestyle? Or is there a totally different side beneath the facade that is created by the over-imagination of people or by ignorant word-of-mouth misconception?
