गालिब छुटी ना शराब

मदिरापान के बेहद शौकीन मिर्जा गालिब का एक चर्चित शेर है 'गालिब' छुटी शराब पर अब भी कभी कभी /पीता हूं रोज-ए-अब्र ओ शब-ए-माहताब में." लेकिन बिहार में कंबखत शराब है कि छूटने का नाम नहीं ले रही. सूबे में बीते करीब पांच साल से शराबबंदी है लेकिन आसमान में चाहे बादल छाए हों या न छाए हों, चांदनी रात हो या कड़कती धूप हो, कोई फर्क नहीं पड़ता. बिहार में अंतरराज्यीय सीमाओं से तस्करी से आने वाली देसी और विदेशी शराब जम कर पी जा रही है. खुद बिहार के पूर्व मुख्यमंत्री जीतनराम मांझी की बात पर यकीन करें तो रात दस बजे के बाद राज्य के आइएएस और आइपीएस अफसर समेत बड़े-बड़े अधिकारी शराब पीते हैं, मगर उन्हें कोई नहीं पकड़ता. यहां तक सूबे में चोरी-छुपे बन रही जहरीली शराब पी कर लोग मर रहे हैं. आलम यह है कि 13 करोड़ की आबादी वाले इस राज्य में अब तक चार लाख से ज्यादा शराब पीने और पिलाने वाले लोग गिरफ्तार हो चुके हैं. इनमें ज्यादातर हैं. कोठी और बंगले वाले वीआइपी शराबी पुलिस की पकड़ से कोसों दूर हैं. पुलिस और अदालतों का काम बेवजह बढ़ा है. हर साल करोड़ों रुपए के रेवेन्यू का नुक्सान हो रहा है सो अलग. बिहार में एक समानांतर शराब माफियाराज विकसित हो चुका है. युवा नशे के दूसरे खतरनाक विकल्प तलाश चुके हैं. महिलाओं के खिलाफ हिंसा में भी अपेक्षित कमी नहीं आई है. विपक्ष और अब तो सत्ता के सहयोगी दल तक शराबबंदी पर सवाल उठा रहे हैं. आखिर इतने अच्छे गांधवादी इरादे के बावजूद नीतीश सरकार से चूक कहां हो रही है? दुनिया भर में शराबबंदी के प्रयोग नाकाम रहे हैं लेकिन मुख्यमंत्री नीतीश कुमार शराबबंदी की समीक्षा करने तक को राजी नहीं. इंडिया टुडे के विशेष संवाददाता पुष्यमित्र ने हकीकत जानने के राज्य के लिए विभिन्न इलाकों का दौरा करके हालात का लिया जायजा. एक रिपोर्ट:
