बीती 16 अप्रैल की रात, मुंबई के सर्वोच्च नागरिक निकाय, बृहन्मुंबई महानगरपालिका (बीएमसी) ने खुद का गंभीर परीक्षण किया. इसके प्रबंधन में चलने वाले छह अस्पतालों में ऑक्सीजन खत्म होने का खतरा था, जिससे 168 रोगियों की जान जोखिम में थी. उस रात एक बजे से लेकर अगले दिन सुबह पांच बजे तक नगरपालिका आयुक्त इकबाल सिंह चहल के नेतृत्व में, बीएमसी ने शहर भर के विभिन्न अस्पतालों में रोगियों को शिफ्ट करने के लिए कार्डियक एम्बुलेंस की व्यवस्था की गई. अगले दिन एक नियमित बैठक में, 1989 बैच के आइएएस अधिकारी और सख्त प्रशासक चहल यह घोषणा करने में सक्षम थे कि एक भी मरीज की मृत्यु नहीं हुई थी.

फिर मराठा आक्रोश

नए कानून को लागू करने में तीन महीने की देरी ने क्या मराठा समुदाय के कोटे का मौका खत्म कर दिया? महाराष्ट्र में 30 नवंबर, 2018 को एक कानून पारित किया गया था, जिसके तहत सामाजिक और आर्थिक रूप से पिछड़े वर्ग (एसईबीसी) की एक विशेष श्रेणी बनाई गई थी ताकि सरकार नौकरियों और शैक्षिक संस्थानों में अभी तक अगड़े माने जाने वाले मराठों को आरक्षण के दायरे के भीतर ही 16 फीसद कोटा दिया जा सके. बॉम्बे हाइकोर्ट ने जून, 2019 में इस कानून को स्वीकृति दे दी लेकिन कोटे को घटाकर क्रमशः 13 और 12 फीसद कर दिया.

बाहुबली की विरासत पर दो-दो हाथ
