A total of 70% of the 163 homes on the Bwiza Riverside estate have been sold to private buyers.
Authorities in the capital Kigali insisted: "None of the housing estates were ever meant to be only for migrants". They added: "The idea is to integrate migrants into Rwandan communities, not create migrant ghettos."
Ms Braverman said: "I'm disappointed to read that expectations have fallen and that the Rwandans are now selling off some of those properties."
